Driving licence renewal in Türkiye

Written from published rules on 27 August 2026. Not monitored for changes since. A starting point, not official advice — confirm anything that matters with Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü (General Directorate of Population and Citizenship Affairs).

Renewing a Turkish driving licence involves gathering necessary documents, obtaining a health report, paying the associated fees, and applying at a Population and Citizenship Directorate office. The process aims to update the licence to the new format or extend its validity.

Your timing

It is generally advisable to initiate the renewal process several weeks or months before the current driving licence expires. This allows ample time to schedule a health examination, collect all required documents, pay fees, and account for potential waiting times for appointments at the Population and Citizenship Directorates or for processing the new licence.

Start 60 days ahead

This lead time accounts for potential waiting times for health reports, appointment availability at Nüfus Müdürlüğü offices, and the time required for the new licence to be printed and mailed.

The process

  1. 1Obtain a health report from an authorized health institution, confirming suitability for driving.
  2. 2Pay the driving licence renewal fees, which typically include a valuable paper fee, a service fee, and a foundation share. These fees can often be paid at banks or through online payment systems designated by the authority.
  3. 3Schedule an appointment online through the official Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü appointment system.
  4. 4Attend the appointment at the designated Population and Citizenship Directorate office with all required documents.
  5. 5Submit the application and documents; a temporary driving certificate may be issued.
  6. 6Receive the new driving licence, which is typically mailed to the applicant's registered address.

What to bring

  • Original and photocopy of identity card (T.C. Identity Card, passport, or residence permit)
  • Old driving licence
  • Driver's health report from an authorized health institution
  • Biometric photograph (1 piece, specified dimensions, taken within the last 6 months)
  • Document proving payment of driving licence fees (receipts for valuable paper fee, service fee, foundation share)
  • Fingerprint data (if not previously recorded in the system)

The total cost for renewal includes a 'değerli kağıt bedeli' (valuable paper fee), a 'hizmet bedeli' (service fee), and a 'vakıf payı' (foundation share). These fees vary and should be confirmed with the General Directorate of Population and Citizenship Affairs or the payment platforms, as they are subject to change annually.

What commonly goes wrong

  • Ensure the health report is obtained from an authorized institution, as not all clinics or hospitals are permitted to issue these reports.
  • Confirm the exact current fees and payment methods before making any payments, as these can be updated regularly.
  • Check the validity period of the biometric photograph; it usually needs to be taken within the last six months.
  • Gather all necessary documents in advance to avoid delays during the appointment.
