Driving licence renewal in Azerbaijan

Written from published rules on 27 August 2026. Not monitored for changes since. A starting point, not official advice — confirm anything that matters with Daxili İşlər Nazirliyi (Ministry of Internal Affairs - MIA).

Renewing an Azerbaijani driving licence involves updating medical certification and submitting the required documentation to the relevant transport authority. The process typically concludes with the issuance of a new plastic card after the old document is surrendered.

Your timing

Applicants are generally advised to begin the renewal process at least one month before their document's expiration date. This allows sufficient time to obtain a medical certificate and account for potential high demand at service centers, which can extend wait times.

Start 30 days ahead

Early application avoids the risk of holding an expired document, which is prohibited for operating a vehicle.

The process

  1. 1Obtain a health certificate from an authorized medical facility confirming fitness to drive.
  2. 2Visit the Main State Traffic Police Department or a designated ASAN Service center.
  3. 3Submit the application for a replacement licence along with the required identification and documents.
  4. 4Pay the prescribed state duty for the issuance of a new driving licence.
  5. 5Provide biometric data if required by the presiding official.
  6. 6Collect the new driving licence once notification of issuance is received.

What to bring

  • Current driving licence
  • National ID card or passport
  • Medical health certificate (fitness for driving)
  • Proof of payment of the state duty

The state duty amount is set by law and should be confirmed directly via the Ministry of Internal Affairs or the ASAN Service official portal at the time of renewal.

What commonly goes wrong

  • Ensure the medical certificate is from a facility officially recognized by the state.
  • Check for any outstanding traffic fines, as these may need to be cleared before a new licence is issued.
  • Verify whether the specific service center requires a pre-booked appointment or accepts walk-ins.
