Business licence renewal in Spain

How to renew a business licence — how it works anywhere

Written from published rules on 31 August 2026. Not monitored for changes since. A starting point, not official advice — confirm anything that matters with Ayuntamiento (Municipal Council). Rules here vary, so check carefully.

Renewing a business licence in Spain typically involves confirming that the business activity remains compliant with local zoning, safety, and tax regulations. The process is managed at the municipal level and usually requires a submission of updated declarations or certificates of compliance to the local town hall.

Your timing

It is generally recommended to initiate the renewal process at least 30 to 60 days before the current licence expires. This accounts for potential processing backlogs at local municipal offices and ensures continuity of operations.

Start 45 days ahead

Processing times vary significantly between different municipalities and depend on whether a physical inspection of the premises is required.

The process

  1. 1Verify the specific renewal requirements with the local Ayuntamiento where the business activity is registered.
  2. 2Prepare the necessary administrative documentation, which may include tax compliance certificates (AEAT) and proof of social security registration.
  3. 3Submit the renewal application or 'declaración responsable' through the municipal electronic office or in person at the registry office.
  4. 4Pay the relevant municipal administrative fees as determined by local ordinances.
  5. 5Undergo any required safety or environmental inspections if requested by municipal technical services.
  6. 6Receive the updated licence or official acknowledgment of the renewal.

What to bring

  • Current business licence or registration number
  • Proof of identity of the business owner or legal representative (DNI/NIE/CIF)
  • Certificate of standing from the Tax Agency (AEAT)
  • Certificate of social security compliance
  • Updated technical project or safety compliance certificate, if the business activity has changed

Who handles it

Ayuntamiento (Municipal Council)

Fees vary by municipality and business type; applicants must consult the 'Ordenanza Fiscal' (Fiscal Ordinance) of their specific local council.

What commonly goes wrong

  • Failing to update business activity changes can invalidate the licence, requiring a completely new application rather than a renewal.
  • Electronic submissions often require a digital certificate (Certificado Digital) or Cl@ve system credentials.
  • Local regulations can differ substantially between cities, even within the same province.
