Business licence renewal in Libya

Written from published rules on 26 August 2026. Not monitored for changes since. A starting point, not official advice — confirm anything that matters with Ministry of Economy and Trade (وزارة الاقتصاد والتجارة). Rules here vary, so check carefully.

Renewing a business license in Libya generally involves ensuring the business complies with current regulations, updating any necessary information with the relevant authorities, and submitting an application for renewal.

Your timing

It is advisable for businesses to initiate the renewal process well in advance of their license's expiry date, typically several weeks to a few months. This allows ample time to gather required documents, complete any necessary updates, and account for potential processing delays or appointment availability at the Ministry of Economy and Trade or relevant offices.

Start 30 days ahead

This lead time is an estimate for gathering documents, completing forms, and allowing for processing times by the relevant government offices.

The process

  1. 1Verify the current status and expiry date of the business license.
  2. 2Identify any changes in business information (e.g., address, ownership, activity) that need to be updated.
  3. 3Obtain and complete the official renewal application form from the Ministry of Economy and Trade or a designated local office.
  4. 4Gather all required supporting documents, which may include updated financial statements, tax clearance certificates, and proof of previous license.
  5. 5Submit the completed application form and all supporting documents to the relevant department within the Ministry of Economy and Trade or a local commercial registration office.
  6. 6Pay the prescribed renewal fees at the designated bank or payment counter.
  7. 7Await processing and approval of the renewed business license.

What to bring

  • Original and copy of the expiring business license
  • Commercial Register certificate (شهادة السجل التجاري)
  • Tax clearance certificate (شهادة براءة ذمة ضريبية)
  • Updated financial statements or audited accounts, if required
  • Proof of payment of any outstanding fees or fines
  • Identification documents of the business owner(s) or authorized representative
  • Application form for renewal (نموذج طلب تجديد الرخصة التجارية)
  • Proof of business address or lease agreement (عقد إيجار أو ما يثبت مقر النشاط)

Who handles it

Ministry of Economy and Trade (وزارة الاقتصاد والتجارة)

The cost for renewing a business license varies based on the type of business activity, its capital, and specific regulations in force. Fees should be confirmed directly with the Ministry of Economy and Trade or the local commercial registration office at the time of renewal.

What commonly goes wrong

  • Ensure all outstanding taxes or social security contributions are settled before applying for renewal, as a clearance certificate is often required.
  • Verify the specific requirements and forms with the relevant local office, as procedures can sometimes vary slightly by municipality or region within Libya.
  • Allow sufficient time for document preparation and government processing, as delays can occur.
  • Keep copies of all submitted documents and payment receipts.
